Michael Delucca

Mr. De Lucca directs a staff of approximately 50 professionals in delivering Administrative, Planning, Direct Services, Evaluation and Capacity Building. With a budget of over $131 million, the Council’s programs include: Nurse Family Partnership, Broward County HIV Health Service Planning Council and Clinical Quality Assurance, Centralized Intake and Eligibility Determination, Housing Opportunities for People with AIDS, Tenant Based Rental Voucher Program, Trauma Planning, Health Planning, Insurance Benefits Management System, Health Insurance Continuation Program, Supportive Services for Veterans and Families and ten single-family housing units.

Mr. De Lucca has over 34 years of experience in health care management and holds a Bachelor of Art degree in Psychology from Florida International University and Master’s degree in Health Management from St. Thomas University. Mike has been the Principal Investigator for four federal grants. He has received recognition awards from the State Department of Health, Jackson Memorial Hospital, Broward County Board of County Commissioners, Nova Southeastern University, Broward Health, United Way of Broward County, South Florida Healthcare Executive Forum, Broward Community and Family Health Centers, the Caring Soul Award from International Health Initiatives, the Paths of Public Health Award for Health Policy and Management from Florida International University, Spirit Driven Leader Award, Broward College 2013 Non-Profit Organization Leader of the Year Award, PRC 2022 Health Care Leadership Award for Community Impact, 2023 211-Broward Milestone Award and most recently published in the Online Journal of Public Health Informatics for the development and implementation of a Clinical and Business Intelligence system for the Florida Health Data Warehouse. The Council’s Health Data Warehouse was recognized as an innovative health data dissemination model by the CDC.

Mr. De Lucca received his Advanced Leadership Program Professional Certificate from Nova Southeastern University. He successfully completed Leadership Broward’s Senior Executive Orientation, 2008 and Leadership Florida Class XXX. Mr. De Lucca is a lifetime member of 211-Broward, Leadership Broward and Leadership Florida. He continues to serve on Nova Southeastern University Masters of Public Health Program Advisory Committee. Mr. De Lucca serves as Chair to the Health Foundation of South Florida Board of Directors and Vice Chair to the One Blood Board of Directors. He served as Chair for the Everglades Area Health Education Center (AHEC), Health Care Access Committee, the United Way Health Impact Committee, the CCB Board of Directors and Broward Chamber of Non-Profit Organizations, and past member of the United Way Board of Directors. Mr. De Lucca continues to serve on the Executive Board of the Southeast Regional Domestic Security Task Force, the Health Care Access Committee, the Broward Workshop Health Care Subcommittee, the Steering Committee of Six Pillars Broward County and NSU-KPCOM Delta Omega Alpha Xi Chapter Member. Mr. De Lucca is also a member of the South Florida 100, 100 of South Florida’s most influential people in government, politics and culture. Mike has co-authored in five publications over the past ten years.
